What events are eligible for a Navy speaker?
An official event is defined as one at which a Naval officer, Sailor or civilian employee speaks in a public or private forum sponsored by a federal, state or municipal government, professional or technical association, or a social or service organization.
The Department of Defense has established the following guidelines for speaking engagements:

The Navy maintains a Speakers' Program which has many interesting speakers who provide a wide range of unique talents and experiences on topics ranging from basic "State of the Navy" presentations to detailed and technical presentations on Naval warfare specialties
