What events are eligible for a Navy speaker?
An official event is defined as one at which a Naval officer, Sailor or civilian employee speaks in a public or private forum sponsored by a federal, state or municipal government, professional or technical association, or a social or service organization.

The Department of Defense has established the following guidelines for speaking engagements:

  • Must not interfere with assigned duties, training or readiness
  • There must not be a conflict of interest, commercial endorsement, promotion or benefit gained for commercial purposes
  • May not be associated with political activity or campaigning
  • The event must be open to the general public; the event sponsor must not discriminate against anyone attending on the basis of race, creed, or national origin
  • Event must be open to all service members, depending on availability of time and financing
  • Event cannot be a fund-raising event, however
  • If the Navy speaker is incidental to the event (i.e. not the "main attraction" of the event), the hosting organization is not restricted in charging an admission price.
  • If the speaker is the main attraction, the event must be free or the fee must only cover the reasonable cost of sponsoring or hosting the event, and not be used to gain additional profit.

Whom do I call?
The Navy maintains a Speakers' Program which has many interesting speakers who provide a wide range of unique talents and experiences on topics ranging from basic "State of the Navy" presentations to detailed and technical presentations on Naval warfare specialties
